How to discipline a 17 month old?

My 17 month old has started swatting and hitting at us sometimes randomly sometimes when he's mad. We've tried holding his hands and giving him the firm look saying "No hitting! That hurts!" but holding his hands sends him into fits.
Thats another thing, he's started throwing tantrums when we tell him no, or redirect him away from something, or when we try to leave (either the park the store, a relatives house.) He throws his head back squeezes his eyes shut and screams bloody murder.
I don't know what else to do other than scoop him up and leave, or if we're at home ignore him.
He also pulls and pushes his baby sister.
I'm trying to praise good behaviors but sometimes bad behavior cant be ignored.
I also heard that time out is ineffective and we don't use spanking. We've swatted his hands just a few times for things like opening the stove or messing with the outlet covers.
I want to get this under control before he goes into day care!

this is very very normal for that age, especially with a new baby sister in the house. i have just a few suggestions. one would be make sure that you are giving him some special one on one time with you and his dad. a new baby can really stir things up for a toddler and if he is feeling resentful or upset about it he doesnt know how else to handle it but to act out. so make sure he is getting lots of special attention and encourage him to help with his baby sister so he doesnt feel like she has taken over, let him help with diaper changing and baths etc, so he is uncluded and sees her as fun not an intruder. He is a little young for time outs, they have been pretty successful for us recently but our daughter is 2 and is only just starting to understand the concept, so i wouldnt rule them out completely but not quite yet. i also dont do spanking and think that especially if one of your problems it him swatting at you when he is mad then spanking him would only reinforce that people hit when they are mad which is not what you want to do. i did what you are doing, i took her hand and said no hitting and put her down, if we were home then i walked away and let her have a tantrum, or we would just leave and get in the car if we were out. it sounds like you are doing the best you can and being consistant is half the battle whatever you do. he is at a tough age. i would bet though that half the problem is the new baby thing and that focusing on figuring out a way to help him cope with that will help, he is still a baby himself, dont expect too much of him.
